The Pier Link and Garden Street project has been developed to strengthen the connection between St Annes town centre and the seafront, encouraging greater movement between the two key destinations.
Historically, visitors to the promenade and beach have not naturally transitioned into the town centre, and likewise town centre visitors have not been drawn towards the pier. This scheme directly addresses that disconnect, creating a more attractive and accessible route designed to increase footfall and support local businesses.
The wider objective aligns with regional investment strategies focused on improving connectivity, supporting local economies, and encouraging more active travel through enhanced public spaces.
Scope of Works
The scheme delivers a full public realm and highway upgrade along the route, incorporating both aesthetic and functional improvements.
Key elements include:
- Installation of high-quality Kellen paving to selected footways
- New tarmac surfacing to adjoining areas
- Conservation kerbs to enhance the character of the streetscape
- Introduction of a one-way traffic system from the town centre towards the pier
- A contraflow cycle lane to support safe two-way cycling
- Widened footpaths to improve pedestrian accessibility
- Upgraded drainage infrastructure
- New street furniture, including seating and raised planting areas
These improvements are designed not only to enhance usability, but to create a visually appealing environment that encourages people to dwell, explore, and move between the seafront and town centre.
Programme
Works commenced in February 2026 and are programmed for completion within approximately 18 weeks.
The construction programme has been carefully phased to maintain access and minimise disruption, particularly given the presence of residential properties, commercial premises, and key local buildings including the Town Hall.
Current works are focused on the Clifton Drive side of St Annes Road West, with the pier-side access maintained to ensure continued connectivity for residents and businesses.
Traffic Management & Phasing
Due to the nature of the works, a full road closure has been implemented. However, a phased delivery approach has been adopted to reduce the impact on the surrounding area.
This includes:
- Maintaining access for adjacent flats and businesses
- Sequencing works to keep one side of the route operational
- Coordinating works around local constraints such as the nearby pub and civic buildings
This approach ensures that disruption is minimised while maintaining a safe and efficient working environment.
Stakeholder Engagement
Ongoing communication is a key element of the project delivery.
Regular site visits are carried out multiple times per week to coordinate activities and respond to any issues. In addition, real-time updates are shared with stakeholders via direct communication channels, ensuring transparency throughout the construction phase.
